The BOQ lands in your inbox on a Friday evening. Two hundred and forty lines, a builder’s logo on top, and a number at the bottom that decides the next two years of your life.
Most owners do exactly one thing with it. They scroll to the total. Nobody ever teaches you how to read a construction BOQ, so the total is the only part that feels like it means anything.
Then they compare that total with the other builder’s total, and they think they have compared two houses. They have not. They have compared two documents that may not even describe the same building. One of them might quietly leave out the compound wall, the sump, the borewell and the electricity connection. On paper it looks cheaper. On site, it is not.
This page is about how to read a bill of quantities that somebody else wrote, in their interest, and work out what it is really telling you. It is not a template. There is no file to download at the end. You already have the file. What you need is a way to interrogate it.
What is BOQ in construction?
A BOQ, or bill of quantities, is an itemised list of every measured piece of work in a build. Each line names the work, gives a quantity in a stated unit, and carries a rate for that unit. Multiply and add, and you get the price. It is the priced description of the house.
The important word in that answer is description. A BOQ is not really a price list. It is a written description of a house, with money attached. Everything the builder intends to do appears in it. Just as importantly, everything the builder does not intend to do is absent from it, and absence is silent. A missing line makes no noise at the bottom of the page.
That is why a bill of quantities construction document is the single most revealing thing a builder gives you before signing. The brochure is marketing. The site visit is someone else’s finished house. The BOQ is a promise written in units, and units can be checked. Read line by line, it tells you what grade of steel is going in, whether the waterproofing is a system or a word, whether the electrical work has been thought about or dropped in as one round figure, and whether anyone has considered the compound wall at all.
You do not need to be able to write one. You need to be able to question one.
The thumb rules you have already found will not help you here
Search for this subject and you will be handed the same material everywhere, including inside Google’s own AI answer at the top of the results: the standard structure of a BOQ, and the familiar thumb rules for how many cement bags or how many kilograms of steel go into a square foot of construction.
We are not going to republish those. Google publishes them, every estimating website publishes them, and repeating them here would add nothing.
More to the point, they do not protect you. A thumb rule tells you whether a total looks broadly normal for a certain area. It cannot tell you whether that total covers your compound wall. It cannot tell you whether “plumbing” is a specified scope or a single lump sum. It cannot tell you whether the tile rate assumes a material allowance you will blow past in the first showroom you visit.
Owners lose money in the gap between two quotes for different scopes, not in the second decimal of a cement estimate. So the rest of this page is about scope, wording and omission — the parts a thumb rule cannot see.
What every BOQ line must contain to mean anything
A meaningful line has three things: a description specific enough to argue about, a unit of measurement, and a rate against that unit. If any one of the three is missing or vague, that line cannot be checked against what is later delivered. That is where money hides.
Read that as a test you can apply in about ten seconds per line. Description, unit, rate. All three present and specific, or the line is a placeholder wearing a suit.
The description has to name the thing, not the category. “Flooring” is a category. “Vitrified tile flooring, 800 x 800 mm, [brand and grade to be named], laid on cement mortar bed, including skirting” is a description. The unit has to be the unit the work is genuinely measured in, and it has to be stated: square metres, running metres, numbers, kilograms, cubic metres. A quantity with no unit beside it is not a quantity. And the rate has to be a rate per that unit, not a total dropped into the rate column, because a rate is the only thing that lets you check the line if the quantity changes later.
When all three are there, you can walk onto site with the BOQ in your hand and ask a checkable question. When one is missing, all you can do is trust.

The pattern is the same in every row. Weak lines are not empty of words. They are empty of nouns. No brand, no grade, no size, no unit, no count. When you scan your BOQ, you are hunting for lines that describe a good intention without naming a single checkable thing.
Lump-sum lines: the biggest single risk in the document
A lump-sum line replaces a description, a unit and a rate with one number. It tells you what you will pay and nothing at all about what you will receive. It cannot be measured, cannot be compared against another builder’s line, and cannot be checked against what actually arrives on site.
There is a legitimate use for one. Something genuinely small and self-contained, priced whole because breaking it up would be silly, is fine. What is not fine is a lump sum sitting on one of the large, specification-heavy packages of the house.
The four that matter most are electrical, plumbing and sanitary, waterproofing, and joinery or woodwork. Between them they carry a very large share of both the cost and the long-term regret in a bespoke home. Compress any of them into a single figure and you have removed your own ability to ask a question. How many light points? Which make of wire? Is the DB included? Are the sanitary fittings inside this number or a separate allowance? Does waterproofing include the sunken slabs and the planters, or only the terrace? None of that can be asked of a number.
The correction is not confrontation. It is a simple, reasonable request: please break this line into its parts, with quantities and rates. A builder who has actually planned the work can do that in a day, because the detail already exists behind their own price. A builder who cannot break it down has not planned it, and you have just learned something valuable for free.
There is a second reason to insist. Later, when work is running and you want to change something inside that package, a lump sum gives you no basis to price the change. You will be quoted a new number, and you will have nothing to compare it against. Rates protect you at variation time far more than they protect you on day one. This is the same logic that makes stage-linked payments safer than calendar payments, which we cover in detail in the clauses that protect the owner in a house construction agreement.
Provisional sums and “as per site condition”
Two phrases do most of the quiet work in a residential BOQ. A provisional sum is a placeholder amount for work that has not been decided yet. “As per site condition” means the quantity, and therefore the cost, will be settled later, after the ground tells everyone the truth.
Neither phrase is dishonest. Some things genuinely cannot be fixed before the soil is opened, the drawings are finished, or you have chosen your tiles. The problem is that both phrases move a decision into the future without saying who makes it, on what basis, and at whose cost.
A provisional sum on sanitaryware, for example, is normal, because you have not shopped yet. It becomes a problem when it is the only thing written. What you want beside it is the mechanism: is this an allowance per fixture or for the whole house, does the rate include installation, and what happens when you select something above or below the allowance? Without that, you will discover the answer in month fourteen, standing in a showroom, being told that installation is extra.
“As per site condition” deserves the same treatment, especially on excavation, soil, filling and levelling. Ask the plainer version of the question: what condition has been assumed in this price? A price is always built on an assumption about the ground. If nobody has written the assumption down, then nobody can ever be shown to have got it wrong. A soil test before design settles most of this argument before it starts, and it is one of the least costly pieces of certainty available on a villa project.
Ask for three things beside every provisional or site-condition line: the assumption behind it, the unit rate that will apply once the real quantity is known, and who approves the final figure.
Quantity versus rate — why a low rate is not always a saving
On an item-rate BOQ, the rates are fixed and the quantities are not. You pay for what is measured on site. So a low rate on a line whose quantity is likely to grow is not a discount. It is a smaller number attached to a bigger, still unknown, amount of work.
This is the trap that catches careful, numerate people, because it rewards exactly the wrong kind of care. You compare two BOQs rate by rate, find that one builder is lower on excavation, lower on filling, lower on plastering, and conclude they are better value. But if their assumed quantities are also lower, the final bill is decided by the tape measure, not by the quote. Quantities in a BOQ are estimates until the work is measured. Rates are the only part that is actually locked.
Which means your attention should follow the lines where quantity is most likely to move: earthwork and excavation, filling and site levelling, soil disposal, plastering, and anything described as being subject to site condition. On those lines, ask how the quantity was arrived at and what happens if it doubles. Then look at the reverse case, the lines where a suspiciously high rate sits on a quantity that is unlikely to change much at all. Both directions are worth understanding, and neither is visible from the total.
This is also why the type of contract you sign changes how you should read the same document. Under a fixed price, the quantities are the builder’s risk. Under item rate, they are yours. The difference between a turnkey contract and a labour contract decides which of those two readings applies to you, and it is worth settling before you spend an evening on the rates.
How specific is the specification?
Two BOQs can carry the same line count, the same headings and a similar total, and describe two completely different houses. The whole difference lives in the specification column.

If most of your document sits in the bottom row, the total at the end is close to meaningless, because the house it describes has not been decided. That is not always the builder’s fault. Sometimes the design genuinely is not finished. But then the honest thing is to say so, and to price a designed house rather than an imagined one.
A useful question to ask about your own BOQ: could a completely different site engineer, who has never met me, buy the right materials using only this document? If the answer is no, the specification is not finished. That is the same standard we apply to checking construction quality on site, where the only claims worth making are the ones somebody else could verify.
What a residential BOQ usually leaves out entirely
This is the part that costs owners the most, and it is invisible by definition. You cannot notice a line that is not there. So you have to go looking for the absences deliberately, with a list.
Below are the items most commonly missing from a villa construction BOQ handed to a homeowner. None of them is unusual. All of them are real work that somebody has to pay for. Go through your document and mark each one included, excluded or not mentioned. The third column is the dangerous one, because “not mentioned” almost always resolves as “extra” once you are committed.

Two notes worth adding for Hyderabad and Goa specifically. In Hyderabad, service connection charges and utility deposits are usually the owner’s cost rather than the builder’s, so read that line carefully rather than assuming a turnkey figure has swallowed it. In Goa, coastal sites frequently carry work that an inland BOQ never has to think about, from protection against salt-laden air to differences in how water is sourced on the plot. If your document was written from a standard inland format, the Goa-specific items will simply be missing. Building in Goa is not inland construction moved sideways.
The single most useful sentence to ask for: “Please attach a written exclusions list, and confirm that anything not on it is included in this price.” One line, and every absence above becomes visible at once.
How to compare two BOQs when the line structure is different
You cannot compare two bottom lines. You compare two scopes, then look at what each scope costs. The order matters, and almost every owner does it backwards.
Two builders will structure a BOQ differently. One will have forty lines under “civil”; another will break the same work into a hundred and twenty. One will fold waterproofing into the concrete package; another gives it a section. One prices doors as joinery; another puts frames in civil and shutters in interiors. Compared line to line, the documents will not align at all, and trying to force them into the same rows is a wasted evening.
Do this instead. Build one list of scope items — your own list, not either builder’s. Take the headings from the stronger of the two documents, then add every item from the absent-items table above. That becomes the master column. Now go through each BOQ and mark, against each item, whether it is included, excluded or unmentioned, and where the money for it sits. You are not looking for matching numbers yet. You are looking for holes.
Only when both documents have been marked against the same list do you compare money. And even then, compare it in two halves: the total of everything both builders have included, and a separate honest estimate of the items one of them has left out. When you add the second half back, the cheaper document often stops being cheaper. That is the whole exercise. It usually takes two hours and it is the highest-value two hours in the tendering process.
The normalising rule, in one sentence: never compare totals until both documents describe the same house.
Read your BOQ before you sign it — the checklist
Print this, or keep it open beside the PDF. Work down it once, slowly, with a pen.

- You have compared scope with the other builder before comparing any total
If more than three of those fail, the document is not ready to sign against. Ask for a revision. A builder who takes that request well is telling you something useful about the next two years.

Should I ask for the BOQ in Excel rather than PDF?
Yes, and it is a reasonable request. A working file lets you sort, filter and mark items against your own scope list, which is most of the comparison work described above. A builder who will only send a flattened PDF is making the document harder to interrogate, whether or not that is the intention.
How detailed should a villa construction BOQ be?
Detailed enough that a site engineer who has never met you could buy the correct materials from the document alone. There is no useful line count. A short BOQ with named specifications is worth more than a long one full of “standard quality”.
The builder says the BOQ will be finalised after work starts. Is that normal?
Parts of it, yes. Quantities that depend on the ground, and finishes you have not selected, genuinely settle later. The structure, the specification and the rates should not. If the whole document is described as provisional, the design is not finished, and that is the thing to fix first.
Does a lower total mean a cheaper house?
Not until both documents cover the same scope. A lower total usually means a smaller scope. This is the most expensive misreading in the whole process, and it is the reason cost overruns on Hyderabad builds so often begin at the quotation stage rather than on site.
Who should review my BOQ?
Your architect or structural consultant for the technical lines, and your own eyes for the scope and exclusions. The scope review is the part nobody can do for you, because only you know what you expect the finished house to contain.
Why we spend so long on this document
Detailed BOQs make life harder for a builder in the short term. Every named brand is a commitment. Every unit rate is something an owner can hold you to later. A vague document is genuinely easier to work behind.
We write them out properly anyway, because the alternative is worse. On a bespoke home the conversations that damage trust are almost always about something nobody wrote down. When the specification is named and the exclusions are listed, the difficult conversation happens once, early, in a meeting room, instead of repeatedly, later, on a site where the plaster is already on.
